Measures the number of access points certain services have available for residents. The access points include (1) in-person, (2) over-the-phone, (3) online, (4) after hours, and (5) location flexibility. Each service can receive a total possible score of 4 points. This includes 1 point for in-person, 1 point for over-the-phone, 1 point for online, 0.5 points for after hours, and 0.5 points for location flexible.

High/medium - Arapahoe County manages and funds the services provided to residents. However, in some circumstances access points can be limited due to State or Federal mandates.

Service Flexibility is on target for 2024 with a total score of 251 out of a possible 323 points. 89% of services included are available in-person, 58.5% of services included are available over-the-phone, 79.3% of services included are available online, 72% of services included are available after hours, and 86.6% of services included are available in a flexible location. 

In 2024 the number of services included in the measure originally decreased from 77 to 76. While one new service was added to the overall measure, two previously included services were removed. However, the Treasurer's Office began contributing 6 services to this measure in Q1 of 2025 increasing the total number of services included to 82. 

The County is increasing its efforts toward digital accessibility in 2025, and expects a greater number of services to be offered online.
