These measures reflect data as of Q2-23.
The planning score component of the overall Emergency Preparedness measure gauges whether the County has authored and adopted a plan to address each of the three hazards:
- Man-made
- Natural
- Pandemic
To receive a green status this measure must score at least 2.5 out of 3 possible points.

The resourced score component of the overall Emergency Preparedness measure gauges whether the County is staffed an equipped to execute the plan for each of the three hazards:
- Man-made
- Natural
- Pandemic
To receive a green status this measure must score at least 2.5 out of 3 possible points.
In 2022, this measure received 0.5 points resulting in a red status. However, this is an improvement from the 0 points received in previous years.
The execution score component of the overall Emergency Preparedness measure gauges whether the County has implemented the plan and evaluated post-operation in the event on of the three hazards listed below has occurred.

- Pandemic
To receive a green status this measure must score at least 2.5 out of 3 possible points.
